Multimedia: Video Tape Library (VTL)

The ITSCO Video Tape Library provides videotaped copies of all instructional television programs for which ITSCO has duplication rights. Check the listings in our Programming Guide or the ITV Online Database for available programs.

VTL Loaner Tapes

ITSCO will provide loaner tapes for all programs in our library free of charge to all ATS member schools. Non-ATS member schools do not qualify for our loaner services. Not all ITV programs are available in our library. Search the ITV Online Database or check the Programming Guide to locate programs and check for loaner availability. Please print the Video Tape Library Loaner Request Form (PDF file) and mail it to ITSCO. We require 10 working days notice for all loaner requests. ATS member schools will be required to return the loaner tape within one week of the requested date. Borrower is responsible for return postage and accepts responsibility for any loss, damage or theft.

VTL Duplication Fees

ITSCO will provide duplication services for all ITV programs with current duplication rights. Duplication services are determined by your school district's membership level. ITSCO Basic members will receive programming at $10.00 per tape (up to two hours per tape, SP mode). ITSCO ATS members will receive programming at $5.00 per tape (up to two hours per tape, SP mode). Print the Video Tape Library Duplication Request Form (PDF file) and mail or fax it with your payment or purchase order number. VTL orders will be processed upon receipt of a school purchase order or check made payable to ITSCO.

Video Tape Copyright Laws

The United States Copyright Laws (Title 17 United States Code) specifically prohibit the unauthorized copying of works of authorship such as television programs, video presentations, and films. Failure to obtain any necessary copying permission may result in severe civil and criminal penalties.

The Fair Use Guidelines for Off-Air Video Taping for Educational Use do permit some limited copying rights and limited use rights. However, long-term licenses which permit you to permanently retain your off-air videotapes of television programs fall beyond the scope of the Guidelines. As such, to permanently retain your tapes, you must license them.

ITSCO Video Tape Code of Ethics

Instructional television programs provided for use by ITSCO have more liberal off-air recording and use rights than any other source of video programming. The ITSCO Programming Guide and ITV Online Database clearly state the rights to each of these programs. some of these are unlimited, other rights are included when the program is leased, and some programs may have only a seven day clearance. Most series may be video taped and retained as long as they are listed in the ITSCO Programming Guide and ITV Online Database.

ITSCO reserves the right to refuse to fulfill a loan request if, in its judgment, fulfillment of the request would lead to violation of the copyright law.
